Charles Duffy is the ideal candidate to lead Lewisboro through its current budget crisis and to build for the future. A Certified Public Accountant with a Master’s Degree in Business Administration, he is uniquely qualified to serve as our chief financial officer.
Charles Duffy began his professional life with Coopers & Lybrand where his earliest duties included municipal auditing. Since then he has had a distinguished career as comptroller of a real estate investment firm and CFO of several financial trading organizations. Personal and professional circumstances have given Charlie the opportunity and desire to work close to home. He will be a full-time supervisor.
In order to restore the Town to a strong financial footing and to plan effectively for the future, Charlie will institute cash management protocols to increase income and track cash flow. His budget process will be open and inclusive with the Town Board and Department Heads consulted early and often. He will ensure that the Town adopts accurate revenue projections that can be relied upon for proper fiscal planning.
Charlie will look to update our land use policies in a manner that promotes green technologies and encourages home improvements that increase tax revenues and minimally impact schoolenrollments. If elected, he will fight to ensure that neighboring towns bear their fair share of commercial aircraft over-flights, and that the County does not force inappropriate HUD housing into Lewisboro.
Charlie grew up in Mt. Kisco and has lived in Lewisboro with his wife and two young children for over nine years. An avid fisherman, he has been active in Cub Scouts and is a member of the Lions Club. He is a Certified Public Accountant and holds an undergraduate degree and Master’s Degree in Business Administration from Clarkson University.

Peter DeLucia has compiled an impressive list of achievements during his first four years on the Board.He asks the tough questions and brings his extensive knowledge of public administration and environmental regulations to bear on the issues facing our town. As Liaison to the Parks & Recreation Dept., Peter facilitated the successful completion of the Town pool renovations and the Little League press box in Town Park. He remains committed to working with our youth sports leaders to improve fields through both repairs and new construction. This year Peter led the private fundraising effort which saved the 4th of July fireworks.
In the past two years, as a minority member of the Board, Peter has been a leading advocate of budget-process reform and a watchdog over such ill-advised programs as County Legacy funding for Cross River. Peter believes in protecting Lewisboro’s Home Rule powers and will fight to ensure that any County mandated housing will be appropriate for Lewisboro. He is a strong proponent of cell towers at publicy-owned locations which create revenue and has been steadfast in his support for the Library’s expansion and ADA compliance.
Peter is currently a Supervisor at the Westchester County Health Department where he is responsible for various programs including the interpretation and enforcement of State and County Health Codes. He and his wife Kim live in Vista with their 5 year old twins. His parents also live in Lewisboro. Peter previously served on the Conservation Advisory Council and the Zoning Board. He holds a BA from SUNY-Albany, and a Master’s Degree in Public Administration from Pace University.

Frank Kelly is a successful Trial and Appellate Lawyer as well as a tireless community volunteer who has proven his leadership and administrative skills both in private sector business and as a senior Army officer serving in Iraq.
Frank Kelly is a successful trial attorney with over 100 jury verdicts, over 30 published appeals and dozens of published articles. He is a leaderin numerous bar organizations. His civilian practice includes personal injury, securities arbitrations, products liability, professional liability, construction, employer practices and commercial transactions. He has served as National Counsel for major home products companies, and as U.S. counsel to Lloyd’s of London (with a firm).
Frank is also a lieutenant colonel in the Army Reserve, having served 14 months in Iraq in 2006-2007. Frank was awarded the Bronze Star for actions in combat. He served as Chief Counsel to the Engineers where he administered over $2.2 Billion in construction contracts for Life Support Areas to sustain thousands of troops and accommodate their environmental, safety, hygiene, security, air and ground transportation and logistical needs.
As a Councilman, Frank will institute litigation-management procedures to keep control over the Town’s ever-increasing legal costs and bring his skills to bear on stalled projects like ADA compliance.
Frank and his wife are the parents of five children. He coaches as many teams as possible and also helps with the Boy Scouts. Frank earned a J.D., and B.A. from St. John’s University. His Post Graduate legal studies at University of Virgina, TJAGSA, Charlottesville, VA, included International Relations, Government Contracting, and Administrative Law.

Now completing his third four-year term as Town Justice, Marc has earned a reputation for an unbiased and open mind, patience, and respect for all litigants-whether criminal or civil. A former trial prosecutor in the Bronx District Attorney’s Major Offense Bureau, Marc is currently a partner in the law firm of Seedorf & Scheld, where he represents civil litigants, domestic violence victims and criminal defendants, including juveniles.
Marc’s three children all graduated from the Katonah-Lewisboro school system. He is a member of the Lewisboro Lions Club and a past member of the John Jay High School Site Based Team, the South Salem Nursery School Board of Directors, and the Lewisboro Parks & Recreation Advisory Council.
Marc holds a Juris Doctor from Brooklyn Law School and is a Magna Cum Laude graduate of Saint John’s University. He is President of the Westchester County Magistrate’s Association and a member of the Westchester County Domestic Violence Council. He has been an Acting City Court Judge in Mount Vernon and White Plains.

Joann began working in the Assessor’s Office in 1983, running for Receiver of Taxes two years later. She has now served 5 four-year terms, and for the past 13 years has also served as Deputy Supervisor, having been appointed by each of the past 4 Supervisors. Joann is responsible for collecting the Town, County, fire, sewer, and school taxes for the Town of Lewisboro, an amount totaling over $60 Million dollars for over 5800 parcels, which must be reconciled to the penny as well as for apportioning the school tax for the four towns within the school district.
Joann has saved costs by computerizing previously outsourced functions. She currently serves as Vice President of the Westchester Association of Receiver of Taxes, and as the E911 Liaison and U.S. Census Liaison for the Town. She has received several awards, including the “2000 Notable American Women” Award.
Joann has lived in Lewisboro with her family since 1974 and has been an active member of the community. She was a non-riding member of the Lewisboro Volunteer Ambulance Corps (LVAC) and has held numerous positions on PTA Boards and Committees.
